AES Decrypt

Hi,

I tried AES Decrypt tool and when I enter Key/Password and the encrypted string it does not return anything. When I try to encrypt through your tool and decrypt it back it works fine. But that does not prove anything. I read a few forums and they were talking about IV so if you don't know IV is it possible to decrypt the encrypted string even though knowing Key/Password?
